                                                                     Ecology and Politics together

 

 

In 1980, Lutzenberger opposed that we added any content politician to the ecology, but the insistence of Sidônio Muralha (Portuguese writer just fond of Brazil, at the time) not only convinced us at all, also Dalmo de Abreu Dallari, that without politics doesn’t make ecology, because in deep the two they are joined.

 

From 1980 to 1995, the dream remained in the expectation, and was  AME-World Ecology Foundation  who presented, in 95, the partner-ecological version of a movement politician confirmed in several countries with the denomination of City-State.

 Germany possesses 3 City-State of ecological conception, while Asia presents Singapore, Hong Kong, Shangai and Macao, with identical administration.

 

      We know that ecology is the science of the Inter-relationship man/nature, which any human action can be discarded of a bias politician. On the other hand, the desire to obtain the sustainable development, such which nailed Aurélio Peccei for the Club of Rome, in 60´s, is understandable today, when we see how it can affect us the global heating, exploration fruit insensate of the natural resources, as well as the drama of the Ozone Hole!

 

      The content of City-State is utmost ecological, because rational foresees the most sensible administration of the natural resources and the human being distribution of Social Justice. It rigorously follows the recommendations of Rio 92 (to think global, to act local), which is extremely important for the ecological balance inside of the globalisation picture that takes account of the world.

 

      We have to give our contribution as ecological entities with intention of preceding to remodelling politics in the country, therefore everything indicates that the current model is found depleted and, what is worse, still propitiated the disgusting corruption.

 

      However, we present to the friends the ecological desire of a human model, essentially fraternity, that that we announce in 7 of September of this year, in the Ipiranga Museum (garden), waiting to count on the contribution of our friends, divulging the attached text.

            Echo-Administrative independence

                                         In favour of a virtually politic model

 

 In 7 of September of 1822, Dom Peter I proclaimed Political Independence of Brazil, but the obsolete Portuguese monarchy survived between us, only banished in 1889.

 

 In 7 of September of 2007, 185 years after the first announcement, we have the obligation to work hard for Echo-Administrative Independence, the one that can liberate, the cities of the fetters of the capture centraliser executed for the authoritarian State that advances overwhelmingly corrupting everything and all.

 

The old city council of the colony already does not exist, however, the total freedom that the cities needed, and today needs more than what never, would not so early arrive, since the Democratic System, debtor to the country, as much after the first libertarian shout as after the announcement of the Republic, did not contemplate the Brazilian cities, what also is occurring in other cities of Latin America.

 

 The country lived, and still lives, the bold administrative and economic centralization, where the orders taxes are imposed, from top to bottom, harming the ones that work and create the national wealth, subjecting the people to the weighed load of taxes, that makes impracticable any ecological protection beyond the joust and necessary Social Justice.

 

To speak of ecology without speaking of freedom is the same that to create impediments to the actions of protection dreamed by Agenda 21, of difficult application, since the production demands and imposes aggressive rules against ecosystems and species, moving away - each time more the dream of the ecological paradise. In this in case particularly, suffers the nature and also suffers the human specie inserted it.

 

 The political reform that the country lacks has to obey rational rules, to leave the acting and festive cabinets, to gain the streets, the masses, uniting labourers and students, women and children, and youngest, unions and artists, military and liberal professionals, religious and atheistic, deficient physicists and excluded, farmers and diverse groups.

 

This reform needs exactly, to leave of the estimated one that the people never was heard; it must be to assure in the correct model of the popular consultation, feel the social necessities, and leave for the federative reconstruction, OF LOW FOR TOP, as it nailed to our missed geographer Milton Santos, and as it recommended, the Pope of the ecology in Brazil, Jose A.Lutzenberger.

 

 Here the second Independence starts: the one that considers the City-State model as basic rock of structure of the nation, to coat a strongest   Municipalism, authentic, libertarian, in the defence of the ones that produce the GIP national, where is in the cities that concentrates the production of goods and services, but is also where the authoritarian model overloads the society.

 

Other countries already had tried this thundering economic trajectory and give tests when Social Justice arrives, the productive load increases, raising auto-esteem of the inhabitants; for extension, this only raises the breath of the availabilities of the economy in general.

 

City-State, the second Independence Shout of Brazil, is the ideal model for defence of the Brazilian cities. It must be standard for the too much countries of Latin America, a compassing more to guide in the way of reality of the global world, that asks for, to each day more ecological protection and more Social Justice.

 

7 of September of 1822 are alive! 7 of September of 2007 will be alive, and is when starts the true Echo-Administrative Independence of the Brazilian nation!
