On the other hand, the plebiscite will have to contemplate, still, model CITY-STATE- so that the cities decide its proper destination, respecting, obviously the rules of the Constitutions State and National.

Thus Science and the Technology will only be the service of the Community, in a surprising effort to pull out the country of the darknesses of the underdeveloped slavery the one that we are compelled by the Federacy, that it needs to move.

As it said the famous geógraph Milton Santos: to move "of low for top", revising the values of our citizenship and shaping a type of government surely compromised with the sustainable municipalist development and also with social justice.

3º Organized in groups, tribes, peoples and races, we are compelled in accordance with to live and to coexist systems and conventions that the time determine in them

4º Each nation or country, depending on its moral advance and technician, is free to choose forms and models of government thatbetter point them the way of the echo-development, allyed to the collective progress with better quality of life and social justice.

5º The natural trend of the peoples is to raise itself physically and spiritual, through pedagogical processes and echo-politicians, in order to find solutions for its problems

6º The material development is only part of all, but it must first be searched the ways that form the moral base, inside of the purest ethics and the love friendship.

7º Must be to do efforts for the change of the government form, working so that Brazil if transforms into a Confederation and the States, a time free of the central yoke liberates the cities for institution of City-State, in contraposition to the current system, directing studies and research with sights to the social reorganization that perfects the republican regimen.
